ASHA State Education Advocacy Leader (SEAL)-Susan Dilgard
Evidence-Based
Practice and Workload vs. Caseload are available from
the ASHA website.
ASHA updates: A
new school finance website will be available in October.
An ad hoc committee has been formed to tackle dysphagia
management issues in the schools

SEAC: Gloria Anderson was
reporting our membership concern over tenure for
SLPs who began working after Rule 340.1796 went into effect.
SB
CEUs: Joan Cortright reported that ASHA is applying to IASET, an international
CE organization. The MI Board of Education recognizes
IASET and not ASHA at this time.
We may use the ASHA website for
verification of attendance for CEUs.
She is checking to see if we may
earn CEUs for attending our PSC meetings.
Could we add a focused,
researched discussion/presentation to the PSC meeting?

Old Business
Update on licensure for SLPs : We
discussed its importance and the
need for all of us to write to our legislators.
MSHA budget was reviewed.
PSC library suggestions: Publicize
its existence.

New Business
Executive Council Strategic Plan: It
was executed by members of the MSHA
executive council over the summer.
MSHA Membership: We want to
increase our membership and therefore voice in
the state.
IDEIA: The change
in personnel qualifications eliminated the requirement that SLPs
meet the highest qualified provider status.
Individual states
determine the criteria. We
need to advocate at our local educational
agencies, counties, regions and state to maintain the current criteria
as
stated in MI R340.1796 and R 340.1792.
Vouchers for preschool and special education have been
proposed in our state.

CCC Review and CEU Workshop October 22-23, 2005 (Wayne State)
MSHA Conference in Kalamazoo March 16-18, 2006 (Radisson
Plaza)

Other
Guidelines that are completed and on line include: SLI as a Primary Disability;
SLI as a Related Service; S&L with Cognitive Impairments;
S&L with Physically Impaired, Other Health Impairment, and SXI;
Selective Mutism. Rough
drafts that are being reviewed include: TBI;
AT; and Articulation/Phonology.
Hearing Impaired center-base attendance is declining due to cochlear
implants.

Forum Prizes
Maureen Spryshak has secured the prizes for several years.
Lois Ketchum volunteered to assist her for 2006, and then to
secure the prizes for the 2007 conference.
MSHA Program of
the Year
Karen Graham has chaired
this area.
Revise
time frame to include an earlier deadline from 12/1 to 11/1 for recommendations
to be completed.
The
part of a program that is being recommended should be very specific.
An entire department should not be nominated.
Best practice, as using workload instead of caseload, should be
considered. More site volunteers
were needed.
Kelly
Klecka Winters, Brenda Kleidon, Karen Florka, Theresa Sutton, Laura Joswiak,
Sarah Latham, Ann Babcock, Emily Rusnak, Mary Underwood, and Kim Miles
volunteered.
SEAC
Gloria
Anderson represents MSHA on the Special Education Advisory Committee, an IDEA
mandated body whose function is to advise the State Board of Education regarding
special education issues. NCLB,
IDEIA and MI Rules and Regulations are being reviewed.

Update on
Guidelines Revisions Subcommittees
Liz Stevens has stated that the updates should be completed
by June. As sections were
completed, a notice will be sent to members on the list-serv.
Library at WISD,
procedures
Theresa Sutton has volunteered to house the PSC lending
library at Washtenaw ISD. There is
a slight ISD fee for cataloging the housed materials. A list of available materials will be posted on the website
with procedural instructions.

Update on
licensure for SLPs
Still
pending. We needed to begin again
with the new legislature. Sponsors
in the house and senate need to present the proposal to committees. At this time, Gov. Granholm does not want to sign any new
licensure bill. She wants to see
how the ones that were recently passed fare.

People volunteered at the MSHA conference.
All volunteers are welcome.
SEAC-
Gloria Anderson’s reports from March and April, 2005 strongly urged members to
make comments on the new IDEA and NCLB at the website www.mi-access.info
and the proposed language changes at www.michigan.gov/mde.
Also can comment on changes to transition services and high school
reform. More questions are being
raised regarding research proof of best practices for SLP’s by the general
public.
MSHA
Service Survey results, April 2005 – A breakdown of the survey results was
handed out. Most SLP’s would like
MSHA to help with professional development.
We are working on getting approval for state SBU’s for ASHA continuing
education. We need more financial
support for lobbyists. Send checks
directly to MSHA and put PAC on check.
State
education healthcare benefits are in danger of being taken over by the state. Write to your legislators to prevent this action about the
bills in the Senate Bill 55 and 56 and House Bill 4274 See your union representative for details.
Sample letters of protest from Oakland Co. were shared.
After 5 years of budget shortfalls, Medicaid k-12 and Medicaid to 19-20
and low income adults who are caring for their own or related children and
hearing screenings and vision screenings done by the public health departments
are being targeted for cuts.

Update on
licensure for SLPs- Susan explained
the status of licensure and a Call to Action by Liz Stevens was handed out.
Licensure would be another protection for SLP’s to be of highest
qualified provider, since IDEIA failed to specify CCC’s as a requirement.
A draft of
the new IEP/IFSP/Transition forms are available on the Public Schools web site
for comment until June 15. Please
review and make suggestions for change if needed.
This will be a state IEP/IFSP used by everyone, when it comes out.
Requirements
to work in the schools as SLP or SLP substitute – Rule 340.1796 of the Revised
Administrative Rules for Special Education had indicated that a master’s
degree and a teaching certificate were required to work as an SLP in Michigan,
however the new rule 1792 says SLP’s must have CCC’s, but don’t need
teaching certificate. The same rule
applies to substitutes. Website for

MSHA has an Ethics Committee that needs to hear about illegal practices
from us.

New Business
A
PSA 15 minute video has been developed by MSHA with ASHA footage for “May is
Better Speech and Hearing Month.” Linda Jarrold volunteered to take a copy to the local cable
network at Traverse City.
-Executive
Council is using electronic postings for minutes and reporting.
-Executive
Council is meeting in June with ASHA rep for Strategic Planning, so we can look
at a large overview of where we want to go.
-MSHA
is working on having State Board CEUs recognized as ASHA CEUs

Other
-The
ASHA Schools Conference will be on July 8-11, 2005 in Indianapolis
-The
CCCs Review and CEU Workshop will be October 22-23, 2005 at Wayne State
University, Detroit (check MSHA website in August for registration information). This is a way to get continuing education credit from ASHA as
you get a review.
-MSHA
2007 State conference will be at the Radisson Plaza Hotel, March 16-18, 2006 in
Kalamazoo.
-Susan
asked for suggestions for increasing membership in the Public School Committee
and MSHA. Some of suggestions were
for:
Making the meetings worth ASHA CEU’s
Making
the meetings teleconferences, possibly during staff meetings regionally at each
quarterly meeting. For example the
fall meeting would be teleconferenced with staff meetings in the north
simultaneously.
Making
the meetings interactive on the internet
Making
some of the meetings as they are now, supplemented by an internet blog.
Schedule
the meetings during the week and make it a staff meeting in the district it is
held.
Susan
will no longer be Public School Committee chairman and the new election is in
the fall. The new person will begin
in January.
